The LIC - Coastal Engineering Laboratory, of which prof. Michele Mossa is Chief Scientist, was created on the initiative of professors and researchers of Water Engineering of the Polytechnic University of Bari with funds from the Puglia Plurifondo Operational Program. The intervention was initially included in the Co-financing with EEC-REG structural funds. EEC n. 20522/68 and 4253/88 Subprogram 6 Measure 6.3, and, subsequently, for its completion, in the POP Puglia 1994-99.
The implementation of the LIC was started with the aim of encouraging research on the defense and management of the coasts, a topic of great national and international interest. In particular, the Apulia Region is characterized by about 900 km of coastline. This spirit was expressed in the Convention, approved by the Regional Council with resolution no. 5528 of 23/12/1993, stipulated between the Apulia Region and the Polytechnic University of Bari when the laboratory was financed. In it, among other things, it was agreed that: "For the implementation of joint research programs, according to the needs of the Laboratory, the Apulia Region will be able to detach its own staff (art. 13); ... the Apulia Region commits to using the Laboratory for its own activities that fall within its specific purposes: these collaborations will be governed by specific agreements that will be stipulated from time to time at special rates (Article 14); ... the Apulia Region may finance scholarships on the basis of joint research (art. 15). "
The activities of the LIC began on February 1, 2001, when the work was delivered directly to the Administration of the Polytechnic University of Bari.
The LIC, unique for its peculiarities in Italy and in Europe, occupies a covered area of about 12,500 square meters. An office building, a computing center and support workshops complete the laboratory. The Laboratory is equipped with state-of-the-art equipment for the survey and acquisition of the main physical quantities of coastal modeling.
